Here's some simple technique how to solve your problem.
1. In an administrator account, run command prompt, run checkdisk utility with /f /r extension "chkdsk /f /r" the press enter.
2. Wait for the utility to finish its task. If its done, restart your computer.
3. Wait for the Operating System to fully booted.
4. If nothings happens, you need an installation disk of your operating system (in my case, Windows 7 Starter Edition i used the professional edition).
5. Power on your netbook (in my case, Neo Basic b3363). then continue to press the "F8" function key at the topmost line of your keyboard.
6. Then choose to reinstall your operating system. It will then start the process. Just wait until it is done.
7. It will start of course, then it will ask for a user information, just provide, clock etc. Then continue to load your operating system.
8. It must be fixed up. (as had happen to mine netbook)
